Your employer cannot hold your final paycheck until you return company equipment. They need to pay you, and they need to do so timely, because there’s a law that requires the timely payment of all unpaid wages. The employer then will have the option of requesting that you give back that equipment, but that has nothing to do with the payment of your last paycheck.
